Hi Steve,
You need it started to get the proper voltage and electrics from the stator (I think) although I'm not great with scoot electrics.
Check all wires with a continuity checker first, make sure you got good earths also - rear light and in headset.
Why not use your PX battery to test

Hi - It's Mrs Mezz (Karen).
It's Mezz's birthday soon so I'm organising a night out to celebrate on Saturday 21st Nov. I haven't booked anything yet until I have numbers but am thinking of the Taj Mahal as they do a £15 party menu. I really need to get the electrics sorted out on my 100 sport smallframe.
Unusually it has a 12volt system with a battery as I was reliably informed, most of these scoots were destined for the American market.
I need to know how I can connect up an external battery (possibly a big car battery) to the scoot so that I can check whats live without the need for the engine running.
I do have a wiring diagram so will be following that, at the mo I have no horn (!!!) no lights and no indicators, however the rear brake light works on the pedal.
Any ideas guys??
